Riding a 6-game win streak, the Eagles head to Hollywood again for a rematch with the young RamsDENVER — Amid renewed interest in the killing of JonBenet Ramsey triggered in part by a new Netflix documentary, police in Boulder, Colorado, refuted assertions this week that there is viable evidence and leads about the 1996 killing of the 6-year-old girl that they are not pursuing. JonBenet Ramsey, who competed in beauty pageants, was found dead in the basement of her family's home in the college town of Boulder the day after Christmas in 1996. Her body was found several hours after her mother called 911 to say her daughter was missing and a ransom note was left behind. The police comments came as part of their annual update on the investigation, a month before the 28th anniversary of JonBenet's killing. Police said they released it a little earlier due to the increased attention on the case, apparently referring to the three-part Netflix series "Cold Case: Who Killed JonBenet Ramsey." In a video statement, Boulder Police Chief Steve Redfearn said the department welcomes news coverage and documentaries about the killing of JonBenet, who would have been 34 this year, as a way to generate possible new leads. He said the department is committed to solving the case but needs to be careful about what it shares about the investigation to protect a possible future prosecution. "What I can tell you though, is we have thoroughly investigated multiple people as suspects throughout the years and we continue to be open-minded about what occurred as we investigate the tips that come in to detectives," he said. The Netflix documentary focuses on the mistakes made by police and the "media circus" surrounding the case. The announcement by former district attorney Mary Lacy came two years after Patsy Ramsey died of cancer. Lacy called the Ramseys "victims of this crime." John Ramsey continued to speak out for the case to be solved. In 2022, he supported an online petition asking Colorado's governor to intervene in the investigation by putting an outside agency in charge of DNA testing in the case. In the Netflix documentary, he said he advocated for several items that were not prepared for DNA testing to be tested and for other items to be retested. He said the results should be put through a genealogy database. In recent years, investigators identified suspects in unsolved cases by comparing DNA profiles from crime scenes and to DNA testing results shared online by people researching their family trees. In 2021, police said in their annual update that DNA hadn't been ruled out to help solve the case, and in 2022 noted that some evidence could be "consumed" if DNA testing is done on it. Last year, police said they convened a panel of outside experts to review the investigation to give recommendations and determine if updated technologies or forensic testing might produce new leads. In the latest update, Redfearn said that review ended but police continue to work through and evaluate a "lengthy list of recommendations" from the panel. People seeking to avoid chaos, noise and political bluster in the aftermath of the U.S. elections are noticing a different mood on the Bluesky social platform, where the vibe is seemingly welcoming and there are noticeably fewer trolls. The site announced it had rapidly added more than a million new users in the week after Election Day, and has emerged as one of the fastest growing rivals to Elon Musk’s X and similar platforms. If you’re tempted to check out the new space, here’s a guide on how Bluesky works: Maybe you’re not ready to commit to adding yet another social media account. No problem — you can still look around on Bluesky without signing up because all posts and profiles are public. You might get a sense of deja vu, because the platform’s look and feel are very similar to X. That should be no surprise because Twitter co-founder Jack Dorsey was an early Bluesky champion. (Dorsey’s no longer involved with Bluesky, which is owned and run by its executive team as a public benefit corporation.) If you take the plunge and get an account, you’ll need a username. You’ll notice Bluesky handles are a little bit different because they end by default in the site’s domain, .bsky.social. You can personalize your handle to make it more memorable, by using your own website’s domain or buying a custom one through Bluesky. But it might not be something most newbie users need or want to do right away. Bluesky boasts that it gives users “algorithmic choice” to tailor the content they’re shown instead of leaving it up to the whims of a centralized system. “Our online experience doesn’t have to depend on billionaires unilaterally making decisions over what we see,” it says. What it means is that you can follow custom feeds set up by other users, or design your own. If you tap #Feeds in the menu on the left, you’ll see some default offerings like Cat Pics and Gardening. There’s also the usual “Discover” feed of suggested posts and a chronological feed of accounts that you follow. They don’t show up in Bluesky’s search results but can be found in directories online. Or someone might share one with you. After I signed up, a colleague pointed me to one for major news outlets. There are tens of thousands of starter packs, ranging from broadly appealing topics like Taylor Swift to niche interests like cargo bikes or U.K. comedians. You can follow the whole pack or scroll down the list to choose individual accounts. What about people you followed on X? There’s a browser extension tool called Sky Follower Bridge that will help you find X users who’ve migrated to Bluesky. But check before clicking the follow button to make sure it’s not a different user using the same display name or handle. Ready to join the conversation? You can write posts or reply to others but keep it short because there’s a limit of 300 characters — 20 more than on X. You can also upload photos and videos, though videos can’t be longer than 60 seconds. GIFs and emojis are, of course, available too. You can still @ people by typing in their username, like posts by tapping a heart icon or use hashtags to highlight a theme. Bluesky has added a menu to hashtags, so when you click on one you’ll get different options for seeing, or muting, posts on that topic. Bluesky’s decentralization ethos extends to the content control options it offers. For starters, users can choose in their settings menu whether to see replies, reposts or quote posts in their feed. Specific words or tags can be muted temporarily, or forever, while accounts can be muted or blocked individually, or in bulk by adding them a moderation list. You can even fine tune the level of adult content that shows up in your feed. Bluesky has a team of content moderators to police the site for material that’s illegal or breaks the rules. But it’s also taking a different approach by open-sourcing its content moderation system in an attempt to resolve problems with traditional moderation services which it says “lack transparency and user control.” So, individuals or groups can set up their own content filters, or labelers, that go beyond what Bluesky offers. These labelers can be used to categorize content or users, which can then be blocked or hidden. But they could also be used for informational or creative purposes, like curating or verifying content.

The expanded Big Ten is poised to be a major player in this season's College Football Playoff. The 18-team conference had three of the top-four teams in the AP poll this week — No. 1 Oregon, No. 2 Ohio State and No. 4 Penn State. A one-loss Indiana team is ranked 10th but is still very much a contender to make the playoff, given how many Southeastern Conference teams have three defeats or more. Indiana's rise has been perhaps the Big Ten's biggest story this season. Much of the spotlight was on newcomers Oregon, Southern California, UCLA and Washington, but aside from the top-ranked Ducks, that foursome has struggled to impress. The Hermitage Board of Commissioners voted unanimously to introduce the proposed budget at their Nov. 20 meeting. The proposed budget will be put to a final vote at the board’s next meeting on Dec. 18. The 2025 budget calls for total general fund expenditures of $16,714,595, an increase over the total expenditures of $16,242,406 budgeted for 2024. Property taxes will remain at five mills. For a property assessed at $30,400, the city’s average assessed value, the property owner would pay about $152 in property taxes. Assessments are based on 1970 values, the last time a county-wide assessment was done. The city’s earned income tax will remain at 1.75%. City residents pay an additional 0.5% to the school district as well as separately levied property taxes to Mercer County and the school district. Hermitage City Manager Gary Hinkson said this will be the 34th consecutive year without a property tax increase. The 2025 budget includes a transfer of $2,041,363 to the city’s capital budgets, including $1,493,038 for capital construction and $548,325 for capital equipment and facilities. Equipment purchases include three new SUVs for the Hermitage Police Department, utility trucks for the Hermitage Volunteer Fire Department and a new street sweeper. The city’s current street sweeper is about 17 years old. Aside from maintenance issues, replacement parts are becoming more difficult to find, if they can be found at all, Hinkson said. Within the municipal building, city officials will replace the computer systems for the planning department and inspection and code office, and install a new heat pump. The capital construction fund will cover paving Tiffany Lane and Fran Lane, both between Bonny Lane and Jerry Lane, Briarwood Road and Anderwood Drive, according to city documents. Other improvements include milling, base repair and new street signs. The project is expected to cost $496,000. The capital construction fund will also cover the next phase of the city’s Neighborhood Investment Program, or NIP. The NIP addresses the city’s older neighborhoods in phases each year. Next year’s phase of the NIP will include improvements to Fern Street, from Greenwood Drive to Baker Run. That project is expected to cost $515,300. But aside from just road improvements, that project will also add a modern stormwater collection line along Fern Street, Hermitage Assistant City Manager Gary Gulla said. “Some of the surrounding streets flow into that line,” Gulla said. Hinkson added that while there haven’t necessarily been issues with flooding or stormwater pooling in the area, the stormwater system along Fern Street dates back to at least the 1950s. City officials will use about $164,000 in Community Development Block Grant funds to make improvements to South Crescent Drive from King Drive to the dead end, and King Drive from South Crescent Drive to Greenwood Drive. Other planned city projects include improvements to Rodney White Olympic Park, located near the Hermitage Municipal Building. The project, which would replace the playground’s surface and equipment, is mostly funded by a $177,000 grant, while the city will cover the remaining 15% of the project’s cost. The Hermitage Athletic Complex, located at 750 S. Darby Road, is expected to see some improvements as well. There are plans to connect the complex’s trail system to the nearby Lorenwood Drive neighborhood, extend the trail system within the complex and pave the entirety of Lorenwood Drive. A pair of Multimodal Transportation Fund grants in the amounts of $330,000 and $350,000 will help fund the project. There are also plans to build nine pickleball courts and expand parking and pedestrian accessibility at the complex, which will be funded by a $1.25 million grant that was awarded through the state Redevelopment Assistance Capital Program. Work on those projects is expected to begin in 2025, Gulla said. City officials are cooperating with the Hermitage Little League and Penn State Shenango to improve the Carl Harris Little League Complex at 500 Virginia Road. The roughly $781,000 project is expected to be funded with grants, while the city will cover the design and engineering costs. The project will improve the complex’s fields for local games and provide a place for some of Penn State’s intercollegiate sports. Construction is expected to begin around mid-2025, Gulla said. One decrease in the budget comes with the Wheatland neighborhood, which will have $54,700 budgeted toward it in 2025, compared to the $141,372 budgeted in 2024. The former borough merged with Hermitage effective Jan. 1, 2024. Gulla said the higher figure budgeted in 2024 was based on historical borough expenditures prior to the merger, while the 2025 figure is based on more accurate information gained post-merger. However, city officials say the Wheatland neighborhood will still receive significant investments next year. These include about $180,000 which will be spent paving roads in Wheatland’s residential neighborhoods. Those particular roads will be determined in the future, Hinkson said. “These are Highway Aid Funds the borough had received before the merger, so we thought that those funds should remain in Wheatland,” Hinkson said. City officials plan to replace the roof of the Wheatland Community Center, a $200,000 project that will be funded with a grant from the state Department of Community and Economic Development. Another project will improve the signalized intersection at Council Avenue and Broadway Road. Those signals will then be linked to the intersection at Broadway, Church Street, Mercer Avenue and Emerson Avenue. The project is expected to cost about $500,000, with $430,000 covered by grant funds. The Hermitage Municipal Authority will extend the city’s sewer lines in the industrial area of Council Avenue, which is expected to be a $200,000 project. It was found that businesses in the area were not connected to a municipal sewer system, nor did they have on-lot systems. Instead, businesses maintained tanks that stored waste on-site. This waste was eventually collected by a sewage company and taken elsewhere for disposal, Hinkson said. “There’s no pollution of the environment there, but the authority wanted to move forward with the project next year,” Hinkson said. The sewer lines in that area will use a gravity-flow system, so property owners will not have to install grinder pumps. However, they will have to connect to the city line, Gulla said. City officials will continue their efforts to develop the Town Center Project, which envisions turning the area around the Shenango Valley Mall property into a mixed-use town center. Toward that end, the City Center Corridor Beautification Project would replace the concrete medians with plants and greenery along state Route 18 from the Shenango Valley Freeway to the area between School Drive and Hickory Global Methodist Church. The total project is expected to cost about $142,000. City officials applied for a $70,968 grant through the state Department of Community and Economic Development. The city previously received a $20,000 grant from VisitMercerCountyPA, the county’s tourism agency. The Shenango Valley Mall itself is expected to be torn down and developed, although the property owner’s plans remain unclear. Hinkson said Monday the mall was expected to be demolished within a couple weeks. The developers will have 90 days from the time demolition begins to have the area cleared.

As the dust settles from the elections in Mexico, a new set of political decisions that have transpired in constitutional amendments pose new and major challenges for local and foreign investors with current or future interest in the country. Energy and Infrastructure As announced by President Sheinbaum, specialized government agencies such as the Energy Regulatory Commission, National Hydrocarbon Commission, Antitrust Commission, and Federal Telecommunications Institute will be phased out. Investors with current projects should consider alternatives in the event their investments are affected or subject to inflexible new requirements. For foreign investors, it is worth conducting a preventive analysis of the interpretation of fair and equitable treatment (FET) under the multiple investment treaties to which Mexico is a party to since FET standards are often left undefined. Despite the differences in the wording of FET provisions across treaties, especially bilateral investment treaties, there appears to be a general consensus on the core content of the FET standards that include: (1) protection afforded to the legitimate expectations of the investor; (2) protection against arbitrary or discriminatory treatment; and (3) protection against a host state’s denial of justice to the investor. The phasing out of the specialized government agencies mentioned above does not necessarily equate to lack of new opportunities in the energy and critical infrastructure sectors. The current deficit in the federal government budget and the imminent need of fresh investment by private companies should provide investment opportunities. However, investors should consider in their financing risks matrixes the potential cost of a dispute as well as walk away rights. Specialized and High Investment Projects As in the case of specialized governmental agencies, Congress approved a judicial reform which allows for federal judges to be elected by popular vote, eliminating the need to have a judicial career or experience other than five years practicing law and two letters of recommendation attesting to the candidates’ qualifications. To date, Mexican federal courts have upheld and defended the validity of arbitral awards, as well as settlements reached in mediation, to the extent that certain formalities of due process are abided by the parties.
