AP Business SummaryBrief at 12:17 p.m. ESTToday's Wordle Answer For December 30: Clues And Hints For Game #1290By ZEKE MILLER, Associated Press WASHINGTON (AP) — President-elect Donald Trump on Tuesday reached a required agreement with President Joe Biden’s White House to allow his transition staff to coordinate with the existing federal workforce before taking office on Jan. 20. The congressionally mandated agreement allows transition aides to work with federal agencies and access non-public information and gives a green light to government workers to talk to the transition team. But Trump has declined to sign a separate agreement with the General Services Administration that would have given his team access to secure government offices and email accounts, in part because it would require that the president-elect limit contributions to $5,000 and reveal who is donating to his transition effort. The White House agreement was supposed to have been signed by Oct. 1, according to the Presidential Transition Act, and the Biden White House had issued both public and private appeals for Trump’s team to sign on. The agreement is a critical step in ensuring an orderly transfer of power at noon on Inauguration Day, and lays the groundwork for the White House and government agencies to begin to share details on ongoing programs, operations and threats. It limits the risk that the Trump team could find itself taking control of the massive federal government without briefings and documents from the outgoing administration. As part of the agreement with the White House, Trump’s team will have to publicly disclose its ethics plan for the transition operation and make a commitment to uphold it, the White House said. Transition aides must sign statements that they have no financial positions that could pose a conflict of interest before they receive access to non-public federal information. Biden himself raised the agreement with Trump when they met in the Oval Office on Nov. 13, according to the White House, and Trump indicated that his team was working to get it signed. Trump chief of staff-designate Susie Wiles met with Biden’s chief of staff Jeff Zients at the White House on Nov. 19 and other senior officials in part to discuss remaining holdups, while lawyers for the two sides have spoken more than a half-dozen times in recent days to finalize the agreement. “Like President Biden said to the American people from the Rose Garden and directly to President-elect Trump, he is committed to an orderly transition,” said White House spokesperson Saloni Sharma. “President-elect Trump and his team will be in seat on January 20 at 12 pm – and they will immediately be responsible for a range of domestic and global challenges, foreseen and unforeseen. A smooth transition is critical to the safety and security of the American people who are counting on their leaders to be responsible and prepared.” Without the signed agreement, Biden administration officials were restricted in what they could share with the incoming team. Trump national security adviser-designate Rep. Mike Waltz met recently with Biden national security adviser Jake Sullivan, but the outgoing team was limited in what it could discuss. “We are doing everything that we can to effect a professional and an orderly transition,” White House national security spokesman John Kirby told reporters on Monday. “And we continue to urge the incoming team to take the steps that are necessary to be able to facilitate that on their end as well.” “This engagement allows our intended Cabinet nominees to begin critical preparations, including the deployment of landing teams to every department and agency, and complete the orderly transition of power,” said Wiles in a statement. The Trump transition team says it would disclose its donors to the public and would not take foreign donations. A separate agreement with the Department of Justice to coordinate background checks for vetting and security clearances is still being actively worked on and could be signed quickly now that the White House agreement is signed. The agency has teams of investigators standing by to process clearances for Trump aides and advisers once that document is signed. That would clear the way for transition aides and future administration appointees and nominees to begin accessing classified information before Trump takes office. Some Trump aides may hold active clearances from his first term in office or other government roles, but others will need new clearances to access classified data. Trump’s team on Friday formally told the GSA that they would not utilize the government office space blocks from the White House reserved for their use, or government email accounts, phones and computers during the transition. The White House said it does not agree with Trump’s decision to forgo support from the GSA, but is working on alternate ways to get Trump appointees the information they need without jeopardizing national security. Federal agencies are receiving guidance on Tuesday on how to share sensitive information with the Trump team without jeopardizing national security or non-public information. For instance, agencies may require in-person meetings and document reviews since the Trump team has declined to shift to using secure phones and computers. For unclassified information, agencies may ask Trump transition staff to attest that they are taking basic safeguards, like using two-factor authentication on their accounts.
1 2 3 Nagpur: A four-and-a-half-year-old girl told her mother about her father's sexually abusive acts with her, blowing the lid off her repeated exploitation over the last few days by the 34-year-old man. The father had left home with the daughter following a tiff with his wife on December 4. The man is learnt to have made undue advances towards the girl at different places where he took refuge in the night over the last few days when he was alone with the daughter. After returning home, the survivor confided to her mother about her father's abnormal behaviour when they were away. The stunned woman rushed her minor daughter to the neighbours as she was not able to believe her ears and comprehend what to do next. A social worker, who came to know about the daughter's plight, alerted the police control room. The call was diverted to the child protection department and child helpline helpdesk, which swung into action along with the Mankapur police station under the supervision of DCP Lohit Matani. "We promptly acted to take the father into custody and also ensured the safety of the survivor. The medical examination were promptly done too," said Matani. Sources from Mankapur police station said the four-and-half-year-old child, who may not understand the seriousness of the acts, openly spoke about her exploitation in front of the police and officials from the women and child development department. An offence was registered against the father in the presence of district child protection officer Mushtak Pathan and childline helpline representative Meenakshi Dhadade. It's learnt the woman had married the man, now behind bars, in Goa in 2018. They had shifted to Nagpur and later started staying with the man's parents at their house within the jurisdiction of Mankapur police station. "The survivor also recalled various instances of her abuse by the father before the Childline helpline representatives," said a source. As per the survivor's mother, her husband was jobless and depended upon her earnings. He would often thrash her for money to consume liquor. Sources said the child protection department and police officials will present the survivor before the Child Welfare Committee (CWC) for the further course of action. In view of the tender age of the minor, she was allowed to remain with her mother by the child protection officer and police after the police complaint and medical examination formalities. The officials will now highlight the vulnerability of the child before the CWC on Monday. Stay updated with the latest news on Times of India . Don't miss daily games like Crossword , Sudoku , and Mini Crossword .College football's conference shakeup left concerns about two super conferences dominating the playoff field . They weren't totally unfounded or 100% borne out. The Big Ten, not the Southeastern Conference , was the biggest winner Sunday. The ACC scored, too. The Big Ten led the initial 12-team playoff field with four programs making the cut, topped by a No. 1 Oregon (13-0) team that was part of the Pac-12 exodus. “It's a great league,” Ducks coach Dan Lanning said. "That was part of the allure of us getting to join this league. I think we've obviously only enhanced the league, but it's got a storied tradition and it's one we're really excited to be a part of. “We've been in some tough battles this year because of the good teams that we've gotten to play.” Then came the SEC — and one notable omission. ACC runner-up SMU got the nod over college football blue-blood Alabama, another blemish in Kalen DeBoer's first season as Nick Saban's championship-or-bust successor. Another ego blow: The Mustangs are led by Rhett Lashlee, a former offensive coordinator at rival Auburn. The Big Ten also got in No. 6 seed Penn State (11-2), No. 8 seed Ohio State (10-2) and No. 10 seed Indiana (11-1). The SEC represented well too: No. 2 seed Georgia (11-2), No. 5 seed Texas (11-2) and No. 9 seed Tennessee (10-2). But the ACC proved it wasn't a one-bid league. Clemson (10-3) — the final No. 12 seed with an overall No. 16 CFP ranking — earned the ACC's automatic bid with a 34-31 win in the title game over No. 11 seed SMU (11-2), which was close enough to impress the playoff committee and help the Mustangs edge out the Crimson Tide. SEC Commissioner Greg Sankey had cited the league’s strength of schedule and 8-3 record over the ACC — including wins by Georgia and South Carolina over Clemson — in lobbying efforts. “This is the strongest league in college football, and it needs to be respected for that,” Sankey told ESPN on Saturday. The odd man out among Power Four leagues: The Big 12, which unsurprisingly only advanced its champion, Arizona State (11-2) — ranked No. 12 overall by the CFP but awarded the No. 4 seed as the league title winner after beating Iowa State 45-19. The Sun Devils, who will play the Texas-Clemson winner, get a week off to savor their success after getting picked to finish last in the 16-team league in the preseason media poll. “Everybody’s telling them how good they are when they go home this week,” Arizona State coach Kenny Dillingham said. “Hopefully, they can get that flushed out of their minds when we come back on Sunday and realize that we’re still by far the worst team in this playoff, according to what everybody believes. We still have a chip on our shoulders.” The SEC was left with Alabama, South Carolina and Mississippi on the wrong side of the bubble with three losses apiece. Alabama was actually ranked 11th, Ole Miss 14th and South Carolina 15th. The Tide will end DeBoer's first season and the year in Tampa, Florida, against defending national champion Michigan on New Year's Eve. Mountain West Conference champion Boise State (12-1) got a No. 3 seed and first-round bye. No. 7 seed Notre Dame (11-1), an independent, had no chance to grab a bye despite a No. 5 final CFP ranking. The Fighting Irish at least get to host a first-round game against the in-state Hoosiers. Like Arizona State, Indiana was a preseason long shot to make the playoffs. “We were picked 17th out of 18 teams in the Big Ten,” Hoosiers coach Curt Cignetti said. “Our odds of winning the next four games are probably significantly higher than they were of making the college football playoffs in the first place. So we’ve climbed that mountain.” Get poll alerts and updates on the AP Top 25 throughout the season. Sign up here .
